Shades of the Blight is a main quest in Dragon Age: The Veilguard.
This quest is acquired automatically after both Where the Dead Must Go and The Dragon Slayer have been completed.
Travel to the Cobbled Swan in Dock Town and speak with Lace Harding to begin the conversation. Morrigan has brought the Inquisitor to speak with Rook. The Inquisitor shares that Southern Thedas is in turmoil due to the darkspawn invasion sent by Elgar'nan and Ghilan'nain; without the Inquisitor's help, these regions might have fallen entirely. The Inquisitor is unable to provide much assistance, but does gift Rook a wolf statuette that appeared shortly after Solas was sealed away during his failed ritual. The statuette seems tied to Solas - Morrigan suggests bringing the statuette to the Lighthouse to see if it reacts to anything there where it could potentially provide more information on him.

As the Inquisitor leaves the tavern, closely followed by Morrigan, Alba stretches out on his stool, leaning against the bar just behind the wolf statuette.
Alba: Don't go to any trouble on my account! I'm going to have the immense honour of introducing myself. On my own. Like a big man.
He said, raising his voice in a teasing reproach to the two leaders who were already too far away to hear him.
Lace: Alba? What are you doing here?
The dwarf wondered, happily surprised to bump into the elf so far as in Minrathous.
Alba: Hiya, Lace.
He finished his still-full glass bottoms up, and stood up rapidly to shake Rook's hand just as frantically.
Alba: You must be the acclaimed Rook? I thought you'd be taller.
*[PS. Yes, he says that even to a Qunari at maximum height]*
Alba: You know, the Tower, and all that.
He laughed, leaving Rook incredulous.
Alba: But to answer your question, Harding, I followed the Inquisitor.
Alba: Since I'm no longer wanted in Antiva, and the others are managing the south as best they can, I thought your team could use an extra pair of hands!
He looks at Rook with a determined smile, his hands resting proudly on his hips.
